Here at last is the draft ExCo paper which we aim to present on 15 December. I am seeking final comment from colleagues within the Hong Kong administration. they have already substantially approved it.

To meet our 15 December target, I have to submit the paper to the ExCo Secretariat before Wednesday,
2 December. I will therefore be grateful if I could have your views well before then, preferably to reach me by 9 a.m. our time on Thursday, 25 October.
