EC-JAPAN SUMMIT AND UK-JAPAN SUMMIT:

I have written separately about the Prime Minister's discussion with Mr. Miyazawa over lunch today and about their entirely private conversation later. I now enclose the records of the EC-Japan and UK-Japan summits. I am most grateful to Hugh Davies for drafting them.

Follow-up

You will see that in the EC-Japan summit the Prime Minister said he would write to Mr. Miyazawa about the substantive points arising from the meeting. This applies particularly to ideas for cooperation. The letter might also summarise other points discussed. On areas of difficulty in the trade field, the Prime Minister has it in mind to propose that a working group might be set up composed of Japanese, Commission and Presidency officials to keep matters under review rather than letting them fester and then come up at high level where there is usually not time to settle them. The Prime Minister mentioned this idea to M. Delors and Mr. Andriessen who were in favour.

I should be grateful if a draft letter could be prepared accordingly. I think it would be a good idea to show it in draft to the Commission (preferably to one of the Commission officials who was there today).
