Problem
1. During Mr Goodlad's recent visit to Hong Kong Dr Leong
referred to rumours that UK passports granted under the
British Nationality Scheme were being treated as second class passports.

Recommendation
2. I recommend that we reply to Dr Leong that there is no
foundation for these rumours. I submit a draft letter
accordingly.
Background
3.
The rumour to which Dr Leong refers was reported in the
Hong Kong press. The press article also includes a denial
from a spokesman in the Hong Kong Immigration Department
that there was any truth in the rumour. This is confirmed
by the Home Office.
