that these changes should be announced by arranged PQ on
Parliament's return from the Summer recess with a view to making the
changes before the Christmas recess; and
c) that when announcing the changes we should also state that we are
prepared to consider extending the scheme to non-Commonwealth
countries on the basis of worthwhile cultural exchange amongst young
people. This would be taken forward in consultation with the
Commonwealth and interested non-Commonwealth countries with a view
to reporting back to the Board in due course.
