8. I have already passed to you the brief on this subject which I prepared in the context of Mr Patten's call on Mr Berman. I hope that you will find it useful in preparing your draft submission. You may wish to copy it to the Home Office, omitting, of course, the last paragraph which comments on the very passive approach of the Home Office to this subject.
