1. I wonder if I might explore further with you the question of amending the Hong Kong (British Nationality) Order 1986 to set cut off dates and to make transitional provisions. Paragraph 3 of my letter of 12 December 1991 suggested this course of action. However, in your reply of 30 January 1992 on the other issues which I raised, sent to Mr Morris, Hong Kong Department, FCO, you did not comment on my suggestion. Unfortunately, the Hong Kong Government is anxious to know our views on this matter. I hope you will therefore bear with me in raising this question again.

The power exists under the Hong Kong Act 1985 Schedule, paragraph 2, sub-paragraph (2) to set cut off dates for applications for BN (0) status. It has, however, not yet been exercised and the Hong Kong (British Nationality) Order 1986 contains no provisions setting cut off dates.
