REGISTRATION OF HKBDTCS AND BNOS
Thank you for your letter of 14 February 1992 on the above.
I agree that if the intention is that early cut-off dates be set for applications for BN (0) status and for applications for HKBDTC's status, then it will be necessary to amend the Hong Kong (British Nationality) Order 1986 using the power in the Hong Kong Act 1985 Schedule
paragraph 2, sub-paragraph 3 to make transistional and consequential provisions. It would not make sense to set cut-off dates for BN (0)s and not HKBDTC's.

I understand that John Morris of the Hong Kong Department, FCO, will now write to the Hong Kong Government and inform them of the position (which I presume will be cleared with the Home Office prior to sending). I have suggested to John Morris that on receipt of a response from Hong Kong it might be useful for us to meet and discuss how to take this matter forward.
