for the "standard" (32-page) and the conventional "jumbo" (94-page) passports. We therefore propose to follow HMG, and to issue the 48-page CFPs at a fee of HK$400 which is set roughly midway between the fees for a 32-page passport and a 94-page passport.

The fee for issuing a “jumbo" (48-page) passport in substitution for such an existing passport in order to incorporate amendments and additions should be in line with the issue of a 32-page replacement CFP, i.e. $65.

There is no need to make any legislative amendments locally to issue a "jumbo" BN(O) CFP because fees for BN(O) passports are levied under the Consular Fees Order 1989 and Consular Fees Regulations. The "jumbo" version costs £22.50 and a replacement issued to reflect amendments or change of photograph, £3.
FINANCIAL AND STAFFING IMPLICATIONS

It is difficult to assess the likely revenue implications. But we estimate that the maximum revenue forgone (if any) would be $216,000 per annum. There are no staffing implications.
