Correspondence with Lord Geddes
Mr Leung has seen your letter of 16 June and has asked me to reply on his behalf as he is presently engaged.
Lord Geddes' concern was whether there had been any agreement specifically mentioning the BN(0) status being a successor to BDTCship, subsequent to the publication of the Joint Declaration.
As such agreement was reached with the Chinese at JLG meetings in 1987 when the BN(O) passport was introduced, he asked if he could be provided with a
copy. Your Office was, therefore, consulted and the HKC 031/3
instruction was not to accede to his request on ground of confidentiality. (Please see my telno 1423 dated 27 May and your telno 878 dated 28 May, both of which are attached herewith.)
