Kong Government plans to issue new forms of Hong Kong identity cards. As a transitional arrangement to ensure a smooth transfer of government, the Government of the People's Republic of China will permit the continued use,

In accordance with the foregoing, reference to "Hong Kong" in the new forms of Hong identity cards and the endorsement in travel documents as referred to in the United Kingdom Memorandum will, on and after 1 July 1997, be taken to mean the "Hong Kong Special Administrative Region". For the convenience of travelling abroad persons having the right of abode in Hong Kong after 30 June 1997, the Government of the People's Republic of China will, when necessary, state to the governments of third countries that holders of travel documents carrying the endorsement as referred to in the United Kingdom Memorandum will be able to return to the Hong Kong Special Administrative Region after 30 June 1997.
