CIVIL SERVICE NATIONALITY RULES
The term 'Commonwealth citizen' means any person who has the status of a Commonwealth citizen under the British Nationality Act 1981. This includes British citizens, British Dependent Territories citizens, and British Overseas citizens. You should note that a period of residence in the United Kingdom is also required for certain posts.
1. For all appointments except those covered by 2, 3, 4 or those made under the exceptions below you must be a Commonwealth citizen, a British protected person, or a citizen of the Republic of Ireland.
Exceptions
If you do not satisfy these conditions you may nevertheless be considered for admission to an appointment in circumstances where it appears to the responsible Minister that no suitably qualified British, Commonwealth or Irish citizen is available or that you have exceptional qualifications or experience for the appointment. circumstances are likely to occur rarely.

In addition, European Community nationals of other Member States and certain members of their families may be considered for admission to soms appointments in the Civil Service. Where a vacancy is of the type that can invite applications from EC nationals of other Member States, the recruitment publicity accompanying the application form will
say so.
2. For posts in the Cabinet Office (other than its Agencies, to which 1 above applies) or in the Ministry of Defence (other than the Meteorological Office, to which 1 above applies) you will be eligible only if
3. at all times since your birth you have been a Commonwealth citizen or a citizen of the Republic of iceland; and

each of your parents was born in such a country or territory or in the Republic of Ireland and has always been, or (if dead) always was, a Commonwealth citizen or a citizen of the Republic of Iceland.
d. If these conditions are not satisfied, you may exceptionally be admitted to appointment by special permission of the Minister responsible for the department concerned, provided that the conditions specified in 1 above are satisfied.
3. For posts in HM Diplomatic Service you will be eligible only if
a. you are a British citizen; and

b. at least one of your parents has been a Commonwealth citizen or citizen of the Republic of Ireland continuously from a date thirty years or more prior to your appointment, or (if dead) was a Commonwealth citizen or citizen of the Republic of Ireland continuously from a dato thirty years or more prior to your appointment until his or her death; and
the Secretary of State for Foreign and Commonwealth Affairs is satisfied that you are so closely connected with the United Kingdom, taking into account such considerations as upbringing and residence, that you may properly be appointed.
*For the purposes of b. above, Pikistan is regarded as having been a Commonwealth country throughout.
4. For certain appointments under the Secretary of State for Defence or the Secretary of State for Foreign and Commonwealth Affairs, other than appointments in the Diplomatic Service, the requirements in 2 or 3 above respectively may apply or particular requirements may be prescribed.
