CIVIL SERVICE NATIONALITY RULES

You will recall that we spoke yesterday about the ommission from your Civil Service Nationality Rules of any reference to British National (Overseas) (BN (0)) citizens. You kindly offered to look into this matter for me and I should be grateful if you could let me know by 8 May whether this ommission was intentional or accidental. As requested I am enclosing a copy of the relevant 1986 Act which created this nationality.

As I explained to you British Dependent Territories Citizenship status will cease in Hong Kong on 1 July 1997. But the 1986 Act provides that these citizens can become BN (0) provided that they apply for registration before

1 July 1997 (except in the case of children of BDTC's born between 1 January and 30 June 1997 who may be registered as BN (0) up to the end of 1997). BN (0) status therefore was expressly designed to enable people who were previously Hong Kong BDTC's to continue to hold a form of British nationality after 1997.
