Ministers are invited to endorse the scheme in principle but
to agree that we should impress on Hong Kong the concerns expressed above and any others that Ministers might have. We suggest that, if there is disagreement on these points, we should
insist on there being only one Order-in-Council, but accept that
in the final analysis it is for Hong Kong to exercise their own judgement on the details of the scheme.
