CFPS until after the "jumbo" version is introduced in the United Kingdom. But we do not recommend this. HMG may slip further behind schedule, with the result that our equipment for producing CFPS (costing about $13 million) might have to lie idle for more than six months. We may then face a shortage of conventional passports to cover any extended period.

The alternative is to commence the issue of the "jumbo" CFP from June 1990 in advance of the United Kingdom. But this is not practicable because

HMG has yet to decide on the final format and contents of the "jumbo" CFP; and

FCO has confirmed that the Consular Fees Order, pursuant

to which fees for the BN (0) passports are charged, will not be amended in time to enable the issue of "jumbo" BN (0) passports in June 1990.

We therefore propose to proceed as follows: HKBDTC and "standard" CFPS will be issued as scheduled, on 1 June no more conventional "standard" HKBDTC and BN (0) passports will be issued in respect of applications received on or after that date (unless in emergency situations, e.g. when there is a breakdown in the machines for producing CFPs). The issue of "jumbo" CFPS will be deferred until after HMG issues theirs. Conventional "jumbo" HKBDTC and BN (0) passports will continue to be available to the public after 1 June 1990.

Fees for "Standard" HKBDTC CFP

ТО issue a "standard" HKBDTC CFP, we need to lay down the fee. Fees for conventional HKBDTC passports are laid down in the Schedule to the British Nationality (Miscellaneous Provisions) Ordinance (Cap 186) : the "standard" (30 page) costs $200. We propose that the fee for the "standard" HKBDTC CFP (32 page) should be the same, i.e. $200.

There is also a need to lay down the fee for a passport issued in substitution for a CFP in order to incorporate amendments' and additions. At present, amendments (such as a change of name or addition of a fresh photograph of the holder on the conventional passport) can be made to the existing document. This will not be possible with the CFP. All requests for such changes will have to be met by the issue of a fresh passport reflecting the changes required. We propose that the - fee for a passport issued in such circumstances should remain at

the present level

This arrangement is in line
