This system will also operate for classified equipment, eg faxlok key material or security locks. This system should be in place by the beginning of May. FED are sending a telegram to BTC requesting their agreement to this point and the points below.

5. From time to time, ATTC Taipei will need to send or receive telegrams. I propose that telegrams for ATTC be sent to BTC Hong Kong marked "For Morrice ATTC Taipei". can then fax them (if they are restricted or below) or store them (if they are confidential or above). If ATTC Taipei need to send telegrams, which should not arise often, these should be sent to BTC by fax, or carried out by hand if classified higher than restricted, and sent on by BTC marked "From Morrice, ATTC Taipei". We are aware that this will create some extra work for BTC, but the use of this system will be kept to a minimum. ISD(O) need to be aware that this is happening, but we assume no action is needed.
Office Circulars (MRS to lead)

ATTC will need to receive office circulars including DSP and amendments as would a normal overseas post. ATTC should be added to distribution lists for these which should be sent, if unclassified, in the Taiwan bag and, otherwise, in the classified bag to BTC Hong Kong for the attention of Mr P Morrice, ATTC. In advance of Mr Morrice's arrival, a complete set of DSP should please be sent. Action is needed by MRS.
