You may wish to have a few details of the communications facilities available to you in Hong Kong.

At present all communications are handled by the Government House Communications Centre. Recently this has caused some embarrassment when information intended exclusively for one of the Hong Kong offices was repeated more widely. Following an
exchange of minutes with Mr Ricketts I have agreed that you should be provided with Cryptek (fully secure facsimile) so you can have direct secure contact with Hong Kong Department. Unfortunately, because of long delivery lead-times, the equipment will not be available for six months. But we have also reinforced the instructions to the Government House communications staff to ensure that specifically addressed material is passed only to the named addressee. We have further agreed that sensitive material passed by telegram should use the "Personal" designator to ensure there is no other distribution.
