COMMUNICATIONS WITH HONG KONG

1.

We need to consider how we are going to communicate with Hong Kong after Mr Patten's arrival. The assumption should be that there will be no "Senior Diplomatic Adviser", a possibility that was canvassed earlier.

2.

(a)

We need a system to ensure that:

Some telegrams are seen by Mr Patten only

(but I suspect that these will have to be few and far between, because we probably cannot expect Mr Patten to take telegrams off the machine himself very often or to handle them himself. In other words the "Strictly Personal" series which we use now would become a very limited device.)

(b) Some telegrams received initially only by Mr Patten and a person/persons designated by him (Mr Dinham ? Mr Hoare?)

(c) Some telegrams automatically go to the bureaucracy.

3.

Could you consider and let me have a formula for discussion with Mr Patten well before his departure.
