TELEGRAMS TO HONG KONG

With the arrival this week of a new Governor of Hong Kong, this is a good time to recapitulate the guidance for those who may need to send telegrams to Hong Kong. I would be grateful if you could draw this minute to the attention of any desk officers who may need to originate such telegrams.

2. Telegrams addressed to "Hong Kong" are given a distribution within the Hong Kong Government by the communications staff at Government House in Hong Kong. of these distributions are very wide. Telegrams should therefore be drafted on the assumption that they will be seen by all parts of the Hong Kong Government. Telegrams which are to be seen by the British missions in Hong Kong (the British Trade Commission and the UK Representation to the Joint Liaison Group) should be separately addressed to them and go in a separate series.

If telegrams contain material which is sensitive in some way and which needs to be restricted to a small group within the Hong Kong Government, telegrams can be addressed "Personal for Governor". This does not mean that the Governor himself will deal with the telegram. But it ensures that the telegram is referred to the Governor's Private
