SECURE FAX FACILITY B4 DIVISION

I am

Further to our telephone conversation on 20 November, writing to confirm that B4 Division have an urgent requirement

for secure fax (not secure voice) links with the Hong Kong

Security Branch (based in Government House) and with the Hong Kong Department in the Foreign Office in London. Both of them wish to be able to send me classified material (most of it

"confidential") relating to two Orders in Council on British

nationality (Hong Kong) which we shall need to put before

Parliament next Spring. There could be quite frequent exchanges

between us.

I have been trying since July through B4's accommodation section to get the necessary equipment installed. The matter has become pressing now since we shall need possibly in the next few weeks to start sending papers back and forth in preparation for the

Orders. Given our distance from London and Croydon and the

delays involved in transmitting originals through the post or via

the van,

it would be ideal if we had a link also with Legal

Advisers and Private Office in Queen Anne's Gate and with the

Grade 3, Mr Rawsthorne, in Lunar House. Given our location in

Liverpool this would be useful as a general facility for B4

regardless of the Hong Kong requirement.
