- Understand it was debated by the Legislative Council the

week before last...

CHINESE COMMENTS THAT MARTIN LEE SHOULD NOT BE APPOINTED TO

EXCO?

- As Mr Goodlad made plain to the Chinese Ambassador,

appointments to ExCo are a matter for the Governor, with my

approval.

DO YOU BELIEVE THAT THE BASIC LAW CAN BE AMENDED?

The Basic Law is a Chinese law. To say it is capable of

being amended is as more than a statement of China's sovereignty in the matter. But do not see any point in pursuing argument over hyptothetical question. The first step is to hold discussions with the Chinese side on electoral arrangements.

[If pressed.] What Mr Goodlad said in Hong Kong is

patently the case: that such amendment would be largely a question of political will.
