OVERSEAS VISITS BY THE PRIME MINISTER AND SECRETARY OF

I should let you know where matters stand over overseas visits by the Prime Minister and the Secretary of State in the first months of 1993.
Secretary of State

The Secretary of State has now agreed a tentative programme of travel for the first seven months of 1993. For the Easter recess (perhaps Tuesday 13 April to Monday 19 April) he has in mind a Far East tour, including the following elements:

possibly a few hours in Moscow for an extended refuelling stop;
Peking for his six-monthly talks with Qian Qichen;
Hong Kong;
Tokyo;
possibly Singapore.
These plans are strictly for your own information at the present stage. In particular the Secretary of State does not want us to discuss with the Chinese for some time yet the possibility of a visit by him to Peking in the Spring. This will have to be reviewed in the New Year.

Thinking on the Prime Minister's travel in 1993 is not so far advanced. We shall be preparing this week a list of recommended destinations as the basis for consideration in No.10. You can be sure that Tokyo will figure very high on the list. We feel some unease about
