C 6. Mr Slater has outlined a possible programme. In addition

to bilateral talks and calls, he suggests including either a visit to an industrial or forest research project with strong British links, or (his preferred option) a talk by the

Secretary of State to the local equivalent of Chatham House on

developments in the European Community or the future of Hong

Kong. The former topic seems more appropriate. I should be

grateful to know the Secretary of State's views.

D 7. We have also consulted Mr Duggan in Singapore.

acknowledges that Malaysia may be the preferred destination on

this trip, but has put down a marker for Singapore to be

considered for a visit at the time of the EC/ASEAN Ministerial

in October. We can look at this and other options (eg Jakarta)

when the Secretary of State's schedule for the second part of

the Presidency is clearer.
