Secretary of State's visit to Hong Kong, 26-28 July

Please thank Richard Hoare for Hong Kong telnos 1896 and 1897, and pass the following comments back from Stephen Smith and myself:

for the working supper on 26 July we accept the Governor's recommendation to go for a larger group;

I think the Secretary of State would prefer to go for the HIT Container Terminal, owned by Li Ka-Shing, rather than Modern Terminals, because of his recent contact with Li Ka-Shing in London. If the Governor feels strongly that the Secretary of State should visit Modern Terminals, given the Governor's own recent visit to HIT, I think the Secretary of State would accept the Governor's steer. But please try them on the HIT option;

whichever container terminal he goes to, I do not think he should spend 11⁄2 hours there. An hour should be plenty;

I think the Secretary of State would be happy to go on to Tsuen Wan district and visit the Monastery and Garden Estate as well as for a meeting with local figures. But two hours is too long, surely. Please ask the Governor's office to shorten this to 1 hours;

In this way the Secretary of State would be through with the proposed morning programme by 1145, say. Before lunch he could include:

- 1200 (say) : meeting with District Board Chairmen and Urban Council/Regional Council Chairmen. If this meeting is left for the afternoon and runs straight on to meetings with OMELCO and EXCO, that will be a meeting too
