SECRETARY OF STATE'S VISIT TO HONG KONG: OUTING ON 26 JULY
1.
I should let you know where things stand on the Secretary of State's outing with Alexander on 26 July (your minute to me of 24 June).
2. I asked Richard Hoare (the Governor's Private Secretary) to liaise direct with Alexander on this. He has done so in strict confidence, and has kept the planning to the absolute minimum number of people in Hong Kong. What they have worked out is as follows, subject to the Secretary of State's views.
3. Alexander would join the Secretary of State at Government House after the party arrive from Manila (you are due into Hong Kong at 10.15am). The Secretary of State, Alexander and accompanying party would travel by the Governor's yacht, The Lady Maurine, to Silvermine Bay on the south side of Lantau island (about one and a half hours), taking lunch on the boat and arriving at about 1.30pm. They would then make a two and a half hour walk across part of Lantau to Alexander's home on Discovery Bay. They would have a furn and tea there, and the Secretary of State would then return to
Central at about 5pm using a police launch (which is
quicker), arriving at about 6pm. The Governor would like to have a meeting with the Secretary of State before the working supper. I suggest the following sequence:

5pm David Markham and William Lau; 7.30pm meeting with the Governor; 8.15pm working supper.
On the accompanying party, I have given Richard Hoare the list of likely participants set out in your minute, and said that I did not think the precise composition would be clear until the party arrives in Hong Kong.
