Hong Kong. Chance for a frank and confidential dialogue with Governor's closest advisers.
Constitutional Issues

These discussions normally focus on business of the
hour in Hong Kong. But I know from last week's
ExCo's minutes, which I have read with interest, that
you have just had a full discussion on major
constitutional issues with the Governor. Both the
Secretary of State and I are fully behind the broad approach which the Governor has in mind.
Our overriding concern to ensure that strong, executive-led government is maintained in Hong Kong
with an executive accountable to the Legislature.
Quite certain that these twin aims can be achieved.
Governor still pondering the details. He will set
out his proposals in his eagerly-awaited speech in
October. I know he will take closely into account
the helpful advice you have given.
Happy to take further questions on this issue later
on. But in my remarks now, would like to take the
opportunity to range a little more widely.
