Mr Goodlad's Travel Plans
Thank you for your minute of 8 October which I have not yet shown to the Secretary of State because I would expect him to feel that it was not really fair on Mr Lennox-Boyd to expect him to be the only Minister in Britain in early January.
If the Maastricht Treaty Bill does not keep the Secretary of State in London, because it goes through in November or December or, just possibly, because it will not be taken until mid January and he feels that he can get away in early January, the Secretary of State will, I think, want to go to Latin America for a few days. If Lady Chalker and Mr Hogg are both on leave for the first half of January, and Mr Garel-Jones is also in Latin America, then Mr Goodlad's trip to China would mean that only Mr Lennox-Boyd was here.
I should be grateful if you would consult the offices of other Ministers of State again to see if help over cover can be offered to Mr Lennox-Boyd before I put the papers to the Secretary of State.
