1. We spoke briefly on the telephone about Mr Goodlad's next visit to Hong Kong and since then I have compared notes with Anne Shepherd at Government House. She has worked up a draft programme which includes a number of items of interest to us, in particular
(a)
Lunch with businessmen. We could make this the launch of the informal consultative group of senior British representatives, as floated in the minute I left in the Department on 20 July, or we could do a mixed group of Chinese/Hong Kong and British businessmen. In order to get the right people we need to issue invitations pretty soon so perhaps you could let me know whether you have a preference even if it is not possible to consult Mr Goodlad personally.
(b) Visit to Hong Kong Telecom/Cable & Wireless and the University of Science and Technology. During Mr Needham's visit the idea of major British companies and principally Cable & Wireless becoming involved a science park, which might be set up next to the new university, was deemed worthy of further study. The British Council and I are involved in taking this theme further and while it would not be ripo for any sort of initiative by Mr Goodlad, his impressions would be of interest. We could do a background note: the situation is evolving quite rapidly.

British Council. It is important that Mr Goodlad should see the Council in action. If possible, we hope time can be found for him to call at their office, or we will arrange for a visit to a place where they are active, eg CELL, the English Language Training School which is the subject of my letter earlier today to Peter Ricketts.
