MR GOODLAD'S VISIT TO HONG KONG 25-28 MAY 1992

1. I attach an agreed list of briefs which are required for this visit. A copy of the suggested programme is attached.

2. I should be grateful if those marked would take responsibility for preparing the briefing in the usual layout liaising where necessary with other Government Departments. Could Mr Bunten please have the drafts by noon on 13 May with a view to submitting them in final form in the weekend box on 15 May. This will allow time for any revision or supplementary briefing before the Minister's departure on 25 May (ie to reach his Private Office no later than the box on Friday 22 May).

Subject briefs will not be required by the Minister but should be prepared for Mr Ricketts and PS/Mr Goodlad to take out with them in case of need. (Key facts and figures should be sufficient background for most of the subject briefs). The Minister will require checklists in the form of 'memory joggers' listing objectives for each meeting, key subject headings and essential lines to take only in telegraphic form.

4. Could you please also provide Mr Bunten with material/advice on your subjects for inclusion in the Steering Brief.
