- The agreement reached may not be perfect, but it enables
the Court to be set up well before 1997, which we think would be the best way of protecting Hong Kong's post-1997 judicial system. Need to think very carefully whether it would be in Hong Kong interests to delay until after 1997.

- We have only recently received a full copy of this very lengthy report. We shall of course be studying it
carefully.
- We do not agree with the criticism of the Joint
Declaration. We believe the Joint Declaration remains the
best basis for maintaining the stability and prosperity of Hong Kong, together with its existing lifestyle, rights and
freedoms.
