I am carefully considering the report of the FCO/ODA team

who held consultations here with your representatives from

7-11 May. I am sure they have reported fully and fairly.

Before those consultations I had also studied the

Committee's written comments and a summary of the comments

received from a number of individual officers. I have now

also seen your Chairman's letter of 21 May, with which is your proposal for the compensation scheme.

These are very complex matters and I regret that I have no

further news for you. I am glad that the Hong Kong

Government have extended the deadline for deciding whether

to opt for the new pension scheme. I know you were

concerend about this.

This extension has not lessened our resolve to settle

these issues quickly. We know that they have important

human consequences.

Wish to listen to your concerns. Can assure you that

there will be further consultations.
