Mandatory returnees are seen by Embassy and UNHCR officials at the

Co Nhue Reception Centre. Subsequently more than 80% have been seen again.

Resettlement of Vietnamese Migrants in UK

We are making every effort to meet our target of resettling 1,700

Vietnamese from Hong Kong by 1 July 1992.

(If pressed) There were initial difficulties in setting up the

resettlement programme in the UK but these are being overcome.

10 Effect of ORP on camp population in Hong Kong

In first nine months of 1991, more than 18,000 new arrivals

(18,871); total applications for voluntary repatriation down to less

than 5,000 (4,700).

By September 1991 camp population at highest (64,000) since 1979.

After announcement of ORP (29 October) number of arrivals dropped

dramatically (492 in October, 7 in November, 38 in December and 7 so

far in 1992). There was a surge in numbers volunteering to return (1248 in October, 1885 in November and 1776 in December), although

this has now fallen back somewhat.
