We discussed Mr Goodlad's September travel plans this morning. The Minister would like to go firm now on a visit to Vietnam and Cambodia in the period Thursday 3 September Sunday 20 September. He recognises that this will require transiting Bangkok and probably offering to call on Ministers. But he doubts the value of a full visit to Thailand in the immediate aftermath of the 13 September elections when the interim Government will by then be clearly lame duck with its mind on other things. He wonders whether it would not make more sense to visit Thailand in the period Saturday 10 to Sunday 18 October to make contact with the new Government which will presumably be in place by then. We should consider whether Mr Goodlad could take in another ASEAN country then.

I should be grateful if you could now consult posts (who should not at this stage inform host governments) with a view to putting an outline programme to Mr Goodlad before he departs on summer leave on Thurday 23 July. You should bear in mind that the Minister will be on leave from then until Monday 24 August. We shall need to clear as much as possible of the planning with him before then.
