1. Mr Goodlad would be grateful for the Secretary of State's agreement to him visiting Hong Kong, Vietnam, Cambodia and Thailand from Sunday 6 September Friday 18 September.

The main part of the trip will be spent in Vietnam and Cambodia. The purpose of visiting Vietnam is to build on the successful visit by the Vietnamese Foreign Minister last month, to develop the bilateral relationship particularly in the commercial sphere, and to cement the present good
Because cooperation over the return of Vietnamese migrants. of the difficulties of travelling in Vietnam, Mr Goodlad will need four days there to undertake a full range of calls in Hanoi, visit a province where significant numbers of Vietnamese migrants are returning and where we have a number of aid projects and spend a day in Ho Chi Minh City where he will wish to make commercial calls and follow up our moves to regain possession of the former Embassy building.
3. The proposal to visit Cambodia is one the Secretary of State originally approved for June but which Mr Goodlad cancelled in order to be in London for the first ORP II flight. He plans to spend over a day in Phnom Penh calling on Prince Sihanouk, leaders of the Cambodia factions and UNTAC. He will need to spend two days up country visiting British members of UNTAC and looking at the demining and refugee repatriation programmes and at our aid projects.

Mr Goodlad has to transit Hong Kong on his way to Hanoi. He proposes to spend two days there primarily talking to the Governor, British officials and senior Hong Kong politicians. He may spend the preceeding weekend (ie, 5-6 September) with the Pattens privately.
