Indonesia and Cambodia

HMA Jakarta has recommended an early visit by the Secretary of State or Mr Goodlad to help assuage any Indonesian sensitivities over the Secretary of State's visit to Malaysia. (Mr Goodlad will drop his plans to visit Indonesia if, as I gather is a possibility, the Secretary of State decides to do so after the EC/ASEAN meeting in Manila.) There is the important confidential dialogue to continue on human rights and a visit would also be useful for the UK's substantial interests in the country.

The proposal to visit Cambodia is one the Secretary of State originally approved for June but which Mr Goodlad cancelled in order to be in London for the first ORP II flight. He plans to spend over a day in Phnom Penh calling on Prince Sihanouk (who will only be available during these dates), leaders of the Cambodia factions and UNTAC.
He will need to spend two days up country visiting British members of UNTAC and looking at the demining and refugee repatriation programmes and at our aid projects.
Thailand
Mr Goodlad has to transit Bangkok on his way home from Cambodia. Elections will just have taken place there and the interim government will still be in place. The timing would not be right then for a full bilateral visit. But Mr Goodlad thinks it is important to make early contact with the new Government and would like to visit from 12 to 15 October.

Mr Goodlad would like to be accompanied to Hong Kong, Vietnam, Indonesia and Cambodia by his wife. She will stay privately in the region while Mr Goodlad returns for OPD (K). I shall submit separately a draft letter to PS/No 10 when posts have offered some suggestions for a programme for Mrs Goodlad.
9. On present plans Mr Hogg and Mr Garel-Jones will be in London throughout this period, except that Mr Garel-Jones may be in Brussels on 18 September. Lady Chalker and Mr Lennox-Boyd will both be overseas from 11 September.
