VISIT OF SIR JOHN ANSON
As you know, Rachel Lomax will not now be able to visit Hong Kong in June because she has taken charge of the Treasury's expanded responsibilities for financial services regulation. She still hopes to come to Hong Kong later in the year, but that will be in connection with her new job, and would not fit easily with the sort of assignment you had in mind for her.
Fortunately, we have now established that Sir John Anson, who retired from the Treasury in 1990 after many years involvement in the Public Spending side, latterly as Second Permanent Secretary, will be able to visit in the week beginning 26- October. He has vast experience of public expenditure planning and control both in the UK and elsewhere, and would be able to give you the benefit of this. The Treasury also hope to be able to make available Mr Michael Williams, an Assistant Secretary, who has economic expertise relevant to the issues in which you are interested.
On the basis of our discussion last week, I have had a shot at some draft terms of reference, which are attached. I have not shown these to Sir John, but I think it would be a good idea to do so before you finalise them. I would be glad to do this when you give me the word (including any amendments you want to make). Once these are agreed, we might usefully consider together what further briefing and background material should be provided to the team before they arrive. Again, I should be glad to help in any way you think you might be useful.
