TROÍKA DISCUSSION OF HONG KONG
1. I discussed arrangements for the Troika meeting with China with the Portuguese Political Director this morning. said that we had no problem about a Troika meeting with Qian Qichen in Lisbon on 18 March. But we would object strongly to any discussion of Hong Kong and Macao in the Troika format. This would be unwelcome to the Chinese, who would see it as an attempt to internationalise these issues, and also set a very damaging precedent in our own bilateral discussions.
2. Sr Ribeiro de Menezes agreed and said that he would make sure that Hong Kong and Macao were not on the agenda. The Portuguese would discuss Macao bilaterally with Prime Minister Li Peng during his visit.
