Herr Schlagintweit said that Genscher had not wished
to be seen to be demanding during his recent visit to
Japan. He had concentrated on matters such as the FSU, nuclear proliferation, the UN (carefully) and European
designs for containing the situation in Eastern Europe.

arrangements as NATO and CSC. The Germans believed it
desirable to lock the Japanese into the Western way. of thinking. It was not natural to keep them out of the
CSCE altogether, although it was not clear how a link
might be made in the absence of observer status for
non-Europeans and the North Americans. The Japanese did
not appear to want full membership, neither would the
Germans think that appropriate.
