1. You asked us to let you have any contributions in response to Mr Hook's minute of 16 October asking departments to list requirements for reporting from US posts.
2. I see from the files that the main specific subject in my area reported on by Washington has been the passage of the US/Hong Kong Policy Act 1992 (the McConnell Bill). This was finalised by the House in September and subsequently signed by President Bush. Our interest now centres on the report "on conditions in Hong Kong of interest to the United States" which the Act requires to be prepared by the end of March next year. I would rate this an important requirement.
3. More generally, this section shares the interest of others in HKD for reporting from US posts (presumably chiefly Washington) for reporting on the line taken by the new Administration towards China, as it touches on Hong Kong and towards Hong Kong in its own right. We will continue to want to be alerted to opportunities to brief US policy-makers on concerns of HMG and HKG and the way forward in the run up to 1997.
