(5) Upon the request of the Legislative Counci
of Hong Kong, the Librarian of Congress, acting
through the Congressional Research Service, should
seek to expand educational and informational ties
with the Council.

LAW.
(a) IN GENERAL.-Notwithstanding any change i
15 the exercise of sovereignty over Hong Kong, the laws o
16 the United States shall continue to apply with respect to
17 Hong Kong, on and after July, 199, in the same man
18 ner as such laws were applied with respect to Hong Kong
19 before such date unless otherwise expressly provided by
20 law or by Presidential order under section 202.

(b) INTERNATIONAL AGREEMENTS.-For all pur
22 poses, including actions in any court in the United States
23 the Congress approves the continuation in force on and
24 after July 1, 1997, of all treaties and other internationa
25 agreements, including multilateral conventions, entered
