(5) the term "Hong Kong person" means-
(A) any natural person residing in Hong
Kong; and
(B) any corporation, company, association,
partnership, or other organ zation which is not
an agency or other instrumentality of any for-
eign state (as defined in section 1603(a) of titl
28, United States Code) and which is legall; 7
constituted under the laws and regulations oa
Hong Kong.

It is the sense of Congress that he following, based
15 on provisions of the Joint Declaration, where applicable
16 should be the policy of the United States with respect to
17 its bilateral relationship with Hong Kong:

(1) The United States should play an active
t
role, before, on, and after July 1, 1997, in maintain
ing Hong Kong's confider ce and prosperity, Hong
Kong's role as an international financial center, and
the mutually beneficial ties between the people of the
United States and the people of Hong Kong.
(2) The United States should actively seek to
establish and expand direc: bilateral ties and agree-
