[(a) IN GENERAL.- Whenever the Presidint

[(1) that Hong Kong is not legally compet t
to carry out its obligations under a treaty or other
international agreement described in subsection (t)
or to benefit from the rights specified in such trenty
or agreement, or
[(2) that the continuation of such obligations or
rights is not appropriate under the circumstances,
12 then the President shall so report to the Speaker of the 13 House of Representatives and the chairman and ranking
14 minority member of the Committee on Foreign Relations
15 of the Senate.

[(b) INTERNATIONAL AGREE; ŒENTS COVERED.
17 Subsection (a) applies to any treaty or other international
18 agreement, including any multilateral convention, enter e‹

20 June 30, 1997, or entered into between the United State:3
