(5) Support for democratization is a fa- damental principle of United States foreign policy.
As such, it naturally applies to United States policy toward Hong Kong. This wil remain equally true
after June 30, 1997.

For purposes of this Act-
(1) the term "Hong Kong" means, prior to
July 1, 1997, the British Dependent Territory of
Hong Kong, and on and after July 1, 1997, te Hong Kong Special Administration Region of the People's Republic of China;
(2) the term "Joint Declaration" means the
Joint Declaration of thọ Goverment of the United
Kingdom of Great Britain and Northern Ireland and
the Government of the People's Republic of China
