we have been monitoring progress of the Bill. But we have not encouraged it.
the US has a very large stake in Hong Kong. Natural that
they take an interest.
I have told US Administration that it would be helpful if the goodwill of Congress towards Hong Kong could be reflected in renewing MFN for China. (Conversely, overreaction by China to the McConnell Act could strengthen opposition in Congress to MFN renewal).
