I have recorded separately the conversation over lunch with Ambassador Ma about the McConnell Bill.
2.
At this morning's Hong Kong meeting, Lord Caithness made clear that he would like further action to be taken in Washington to be sure that those responsible in the Administration understood our objections to the Bill. He recognised the danger of alienating allies on other subjects, eg MFN, by going over the top, but he did not want to run the risk of the Administration not fully understanding our concerns for lack of action on our part.
