The Administration have similar misgivings about the
Bill. They have been working with McConnell to try to agree a text which they can support. This, we understand, is likely to include an amendment of the reporting requirement, perhaps on the lines of proposing a report on US/Hong Kong relations rather than on the JD. The Administration has undertaken to consult us if they reach agreement with Mcconnell.
