the ability to participate in what is
is termed intra-COCOM trade. It's in their interest that that happen economically. And so one would hope that on that basis, effective controls would be sustained after July 1, 1997, but we'll have to wait and see.
SEN. MCCONNELL: In the event that Hong Kong cannot prevent sensitive technologies from getting into the wrong hands and access to these technologies is cut off, what impact do you think that would have on the economy of the territory?
MR. SOLOMON : I think we would have to get down and look at specific technologies, how they would affect development of various products and their export potential. I don't think I could answer
it with any precision in the abstract, but clearly, there would be some impact.
SEN. MCCONNELL: I think I heard you say earlier that efforts have already been under way to help ensure Hong Kong's ability to maintain did I hear you say that? maintain its export control system after the reversion? Or have there been any efforts?
MR. SOLOMON: That I'm not aware of, Senator.
SEN. MCCONNELL: I think that unless you all have something to add, I think I've pretty well covered my areas of concern.
