TO THE RT. HON. DOUGLAS HURD, CBE. HER MAJESTY'S PRINCIPAL SECRETARY OF STATE FOR FOREIGN AND COMMONWEALTH AFFAIRS.

As I informed you in my previous message in December

last year, I visited China from 3rd to 6th January, 1992, and had

meetings with Foreign Minister Qian Qichen, General Secretary

Jiang Zemin, Premier Li Peng, Vice Premiers Tian Jiyun and

Wu Xueqian.

One of the main objectives of my visit was to give

substance to the "Sino-Japanese relationship which contributes

to international society", against the background of rapid

changes in international relations such as the break-up of the

Soviet Union. Specifically, I wished to conduct a frank exchange

of views with Chinese leaders on the subjects of wide

international interest, and to obtain their constructive

response. From such viewpoints, I discussed a wide range of

issues including democracy and human rights in China, arms

control and disarmament, and the future of Hong Kong, in which

you have a particular interest.
