We first raised the question of a separate ASA with the Japanese in 1988. Occasionally desultory meetings on the subject have taken place but no progress has been made. appears that the Japanese MFA are fairly keen on a separate Hong Kong ASA, but the MOT (for transport reasons) have opposed the idea.
The Japanese have however now agreed to a round of talks
Japanese with the Hong Kong Government in late July.

concerns are primarily that Taiwan rights should continue after 1997 and indeed that the ASA will continue them.
