4. Although the Governor's proposals were generally well
received in Hong Kong the Chinese have reacted strongly
against them. A visit by the Governor to Peking between 20
23 October to discuss them with Chinese leaders was
unproductive and the Chinese failed to come up with any
alternative proposals of their own. But the Governor is determined to keep on talking.
