This is to record that I raised the cases of (a) Barry CHEUNG Kam Lun and (b) CHONG Kwee Sung with Yang Youyong of NCNA this afternoon. Papers on the two cases are attached.

On (a) I did not describe details of the case because Messrs Grove and Cheetham of Pinkerton's had approached NCNA directly and given them the details. I handed over a sheet
with name, date of birth and ID card details and said that the case had been raised with me; that it was rather disturbing; and that it would be better if it could be sorted out quickly and quietly before Pinkerton's Head Office in the USA made a
public fuss about it.

The case of (b) had been raised with me by Mr Doram on 10 June. Doram is a lawyer acting for the family of Chong who are resident in the USA. I described in outline the details of the case, It was a commercial dispute arising from a shipment of bicycles which proved to be of substandard quality. Chong is an employee of the Hong Kong company involved. In August 1991 when he was in Shenzhen he was detained by the Public Security Bureau and sent to Zhengzhou in Henan, the location of the Chinese company involved in the dispute (for details see papers attached below). The company heard nothing until November 1991 when they received a fax saying that Chong could be released if they paid US$500,000. I described the company's efforts to meet the various demands of the Chinese parties involved and stressed how disturbing it was that they
